You can export the whole clip or just the section you need. Taking out the thirty seconds that matter is better practice than handing over four hours: it is easier for the recipient, and it does not disclose footage of everybody else who happened to be there.
Most of the pain of retrieval is decided when the camera is set up. Motion events rather than continuous hours make the archive navigable, camera groups keep a long list organised, and a plate log lets you search by vehicle instead of by time.
